Want to a CONTRIBUTING.md added similar to hapi's:

Hey @maxatbrs I'm going to close this for now. We will need to think about documenting how contribution works across the pal org. Adding a file to this repo is awkward because it's intended not to be a package, but actual code for others to start with.
