Version 2 and Ubuntu 18.04 #977

I have followed the installation instructions on Ubuntu 18 and Ubuntu 20. Ubuntu 18 only seems to install version 1.6 while Ubuntu 20 installs version 2. Is Ubuntu 20, the minimal requirement for Version 2? Thanks.
