We should be able to create promo codes, and allow members to apply them to themselves, staff to apply them to members, and for unique URLs to apply them (so they act as tracking URLs)
We should then be able to target them using the filtering language, so that we can send emails to people with particular promocodes, allow them to purchase restricted tickets, etc.
