Sponsorship levels #11

As well as event level sponsorship. We should be able to have "organisation" sponsors who get promoted throughout the site for a period of time.

Implemented the first simple version of this - We can have sponsorship tiers and they are featured in the footer of the page.

We still need to support time limited sponsorship tiers, re-ordering of tiers, and payment through the website.

I just realised we can't currently remove community sponsors! that's a bug.

Also the whole tier system is a bit of a mess - needs to be rewritten to be a lot more clear.
