Upgrade to 1.8.2 #57

We don't want to fall behind the Django upgrade curve

Upgraded Django and the most obvious deprecated parts - I'll leave this open until most of the deprecation warnings have gone away (waiting for some of our dependencies to update)

The only remaining problem is django-periodically which appears to be a dead project. Before 1.9 this will need to be removed.

We've skipped right over this to 1.9.1. I've upgraded django-periodically so that it works with 1.9 but it still needs to be replaced long term as it's not worth maintaining
