Allow configurable membership levels - with descriptions of what they entail

Allow staff to assign membership to people, and for prices to be set on membership levels so they people can purchase it themselves.

They should also support different lengths of membership, and recurring payments.

Membership has been moved to an external plugin and isn't a priority now
