Allow configuration of menus #86

Administrators should be able to decide which links are in which menus.

This would replace the plugin_blocks usage in the menus.

This is done in a basic way now - where the primary navigation can be modified.

However due to the way categories work - allowing full configuration of menus isn't feasible for now.
