Change Shading Distribution #2

Base shape on a probability distribution, not just raw per capita data. Will probably work best if shaded based on distance from the mean. Shade darker the more standard deviations the state is from the mean.

Blue shows distance above mean, red is distance below.

Hypotheses:

High Above

Strict hate crime laws with consistent reporting
Recently passed laws with continued prejudice

Far Below

No laws or laws poorly enforced
