#32 add --commit-tags flag to push and pull commands #41

Moved --all-branches flag to build push and pull subcommands instead of being global.
Renamed --pull-branch-tags flag to less verbose --branch-tags and added it to both push and pull subcommands.
Added --commit-tags flag to push and pull subcommands.

This PR changes the interface on the following way:

The variable --pull-branch-tags is now called --branch-tags to avoid redundancy of context and be more consistent throughout different contexts (e.g. push).

The previous variable is not left as deprecated in order to cut the 1.0.0 release. After stable release changes in the interface will be limited and will be tagged as deprecated until next major release.
