What does the Task Manager show exactly in your case? Maybe you can attach a
screenshot of the Task Manager for this situation.
The Task Manager shows the usage per Thread/Logical CPU. The Intel i7 has 4
Cores
with 2 Threads each. So in your case the load in the Taks Manager should be
something
like 0%, 0%, 0%, 0%, 100%, 100%, 100% 100%.
The Open Hardware Monitor shows the usage per Core, which then is 0%, 0%, 100%,
100%.

After taking another look at the OpenHardwareMonitor.Report.txt I guess that
HyperThreading is disabled on your system. So does the Windows Task Manager
show the
usage for 4 or 8 Logical CPUs on your system?
If HyperThreading is realy disabled, an you have 4 Cores with only 1 Thread
each,
then there is a bug in the Open Hardware Monitor. Because it detects 2 Threads
per Core.
