add library and platform version constraints required for functional result #21

Add version constraints so the code can be build more easily, since more modern versions don't (yet) seem to work with the project.

No need to constrain to old version of Espressif32, solution to the problem was found (I believe). (WIP https://github.com/hardkernel/smartpower3/pull/22 )
