Add Tabs at the top of the messaging screen #19

messages Add Tabs as shown to display nearby and private messages. NEARBY must be highlighted by default. Must make API call to get the summary of all the messages in the area.

API: We need an API that will return the public messages summary nearby. API: We need an API that will return the private messages summary.
