I was following the drupalcs installation steps and found that my composer seemed to behave differently that what is expected in the docs. As a result sudo ln -s ~/.composer/vendor/bin/phpcs /usr/local/bin needed to become sudo ln -s ~/.config/composer/vendor/bin/phpcs /usr/local/bin
The composer version I have is Composer version 1.1.3 2016-06-26 15:42:08 and I"m on Ubuntu
