adding ValidationErrorList variant to the "is" checks in the validator #209

The validator currently has get and is variants for validation. The getters 
have variants which take a ValidationErrorList, the is do not. 
Plz add this to the validator.

For ease of development, i've implemented the request and added the patch for 
it.
