When defining a criteria in Moodle with special characters or with line breaks, the highlighter is not working as expected

When defining grading criterias with special chars (e.g.: colon (:)) or line breaks it creates tags with line breaks which propagates an error to the highlighter and textAnnotator, specially when it is used for querySelector function.

Use some encoding to remove this special chars.
