Add +multi_byte support to Vim #71

What steps will reproduce the problem?
1. Use Vim to open/edit any UTF-8 file.
2. Notice that things are not working as expected.
3. Run :version and look for 'multi_byte' feature.

What is the expected output? What do you see instead?
It should be +multi_byte, which would correctly edit utf-8 files.
