PPD on the web generation output is wrong when run with Dutch (Belgian point) (non-en-US) culture. #275

What steps will reproduce the problem?

the PPD on the web page is wrong (HFM's PPD is correct). I have a Total PPD of 
38.984.600.000.000.006,0 when in fact I've only a PPD of 38.984

Please use labels and text to provide additional information.

The user's culture is Dutch (Belgian point).

Tested with "nl-BE" culture against 0.9.9 and this is no longer an issue.
