Path MOE:
O, D, departure time internal, information class, vehicle class, unique path ID 
(#ofnodes_NodeSum), # of vehicles, Avg Travel Time, Cost1, Cost2. 

OD MOE:
O, D, departure time internal, information class, vehicle class, # of vehicles, 
Avg Travel Time, Cost1, Cost2. 

Create diff function utility

base_line_LinkMOE, PathMOE, ODMOE will be the input, so we can use DTALite 
directly to generate the difference between the current scenario vs. baseline 
data.
