Restructure Hydamo read and generate functions (add_basis_network)

For hydamo the whole add_basis_network needs to be restructured, separated into separate functions to be the equivalent of the way we create a ribasim network based on dhydro-network + splitnodes:

• [ ] add_basis_network: Read all HyDAMO data, hydro-objects and structures. In case of hydamo, maybe read hydamo_verwijderen/toevoegen to delete/add hydamo objects.
• [ ] add_split_nodes: add option to read split_nodes from geopackage: use type and id to link to specific structure. in case of no type and/or id: use geometry to find structure type/id: check in order: pumpingstation/weir/culvert. In case of openwater use hydroobject code.
• [ ] add_boundaries: in case of dhydro use boundaries from the model. in case of hydamo use boundaries from geopackage and check if at end of hydroobject.

Extended and improved HyDAMO add_basis_network function to read more HyDAMO geopackage layers. Probably more layers need to be added in the future and definitely some processing functions to connect information in different layers to each other (e.g. combine pumps and pumping stations tables) and process layer features in a standardized way (e.g. sluices to orifices)
