Create a standardized "Add Verified RPC connection" button

Description

Create a standardized "Add Verified RPC connection" button that can be added to the core sites on Harmony (Explorer, Staking Portal, Harmony homepage). So that people which are setting up Harmony on a new wallet or for the first time have an easier time onboarding.

Context

Currently there is an easy way to add an RPC connection when someone attempts to connect their MetaMask wallet to a front end site; An example of this is on https://Fuzz.fi This button should be able to follow the existing style of the sites which it is placed upon. The button should be able to connect to a list of approved RPCs which the VDAO and RPC DAO can help define.

Acceptance Criteria

• [ ] Create a Button with a drop-down that shows a list of secure RPCs to add to a user's MetaMask Wallet.
• [ ] Create a data driven RPC entry system for amending/editing the list of approved RPCs
• [ ] Provide a stand alone repo with a simple button by itself.
• [ ] Provide a pull request with this button applied to the harmony explorer.
