[BTC Bridge] Rust client & react web-based dashboard for staked relayers

Description

Harmony is in the process of building a trustless bridge to Bitcoin using Interlay's XCLAIM protocol. There are several components of the bridge. A staked relayer is a client implemented in rust that receives block headers from bitcoin core and relays them to the onebtc contracts on Harmony.

This bounty needs to port Interlay's PolkaBTC staked relayer rust client to Harmony, which is currently implemented for Polkadot. The bounty also needs to develop a minimal react web-based dashboard for relayers for tracking the btc relay status, onebtc security status, status of vaults, and the status of exchange rate oracles.
