Setup actions to run tests to validate PRs are safe to merge

Give a contributor issues a PR When a PR is issued Then a Action should be triggered to run a suite of tests to validate the PR is safe to merge

Setup conventional commit hooks to ensure

Setup pre-commit hook to validate conventional commit
Setup github action to validate conventional commit practice is followed

Release

Ensure project follows semantic versioning
