set default snapshotlimit to 0 #4694

this is to avoid unnecessary creation of the snapshot which is currently still experimental

For the dev branch, the SnapshotLimit is already set to 0, as seen in the following link: harmony-one/harmony. Therefore, this PR is redundant and duplicates existing functionality.
