Rules:

All one wallets are allowed to vote if have more than 100 ONE (stake or unstake)
Each user has up to 9 votes to give (selecting anything from 1-9 candidates in their vote)
Once a user submits their vote, it is final and cannot be edited or changed
the top 9 candidates with the most votes are them elected into the council for the Community DAO
