updated reverse blasting

• updated blast parser so sequence start/end is zero indexed rather than one indexed
• general clean up of reverse blast code
• added unit test coverage to reverse_blast
• split reverse blast into a set of private functions that can be tested individually
• cleaned up ncbi blasting code
• added new test data for reverse blasting
• minor bug fixes
