Multiple Checkout Steps when Loading Checkout page #1

Checkout page shows the first 2 checkout steps when loading checkout page when should just show the cross sell page.

This appears to be a bug in magento 2.6 at present. Have worked around it by having javascript set the first step as active on page load.
