Description of Issue
The phase-in plan and priority of the functional requirements are not clearly outlined in the document. While the functional requirements are described in detail, there is no indication of which ones should be prioritized or in what order they should be implemented. Without a clear phase-in plan, it becomes difficult to evaluate which features are most critical to the system's success and how they will be delivered over time. I think including a prioritized list of requirements and a phase-in timeline would provide better guidance for managing project milestones.
