Add Community Guidelines #44

I couldn't find anything related to community guidelines. Community guidelines: Are there clear guidelines for third parties wishing to 1) Contribute to the software 2) Report issues or problems with the software 3) Seek support

Can you add that?

In PR #47 we've added a CONTRIBUTING page to the docs. After merging the PR, this page will also be rendered in the sphinx documentation alongside the developer documentation page.
