This PR:

Upgrades to Rails 4.2.2
Upgrades to Ruby 2.2.2
Incorporates the job buffer_time field when determining if a job has expired or not

Removed the invalid check and the commented out lines. Still includes the ruby and rails version upgrades if you'd like to merge. @blahblahblah-
