Description: Created models and apis related to semester.

[x] Created Semester model and APIs.
[x] Created SemesterInstance model and APIs.

@Deepanshu-iiits-it Have merged the Semester and SemesterInstance apps. Soon will integrate the Subject app to the same. Until then kindly look into the Result model.
