Changing Ionospheric model from Klobushar to NequickG #11

Noticed that the model that GALILEO-SDR-SIM is using is the Klobushar model (although it demands 8 parametes and galileo supplies only 3 parameters). I implemented the NequickG model according to the papers supplied in their website, and I tested it according to the test vectors at the end of the document.
