Implement repo feed #98

Person Finder will publish an Atom feed at /feeds/repo containing one entry per 
active repository. When a repository is deactivated, Person Finder will remove 
the corresponding entry from the Atom feed.

This should enable partners to automatically detect the launch of a new Person 
Finder repository and initiate data exchange with new repositories.

Once issue 99 is implemented, this repo feed should also notify if an instance 
is in test mode or not.
