some considerations:

where do notifications go and how to manage them
what happens if someone changes their username (may be able to punt this since people can't right now)

plan for this:

[ ] mark thread on the index when user has been @'d and has not viewed (via emoji, underline, something)
[ ] bold all user's names on topic show page
