look into timezone issue with sunrise feature #31

posts from last 8 hours are showing up right after the time reset

done but that timezone line is kinda hacky. keeping open because I need some not-midnight-written unit tests

not done! it's broken. at 4pm pacific (eg midnight UTC), new posts start showing up on "yesterday's news page". only things created after midnight pacific show up on the new page

closing out. could still use unit tests but I feel more confident about this feature and, well, time
