Don't 500 if playback is in maintenance mode #2672

200: {'detail': 'The Perma API is temporarily unavailable.'}

Whoops. Handle this, and display a maintenance message.

In the future, this situation will return a 503.

Let's have a second look at this now that client-side playback is the default
