Update Scoop API version in dev #3511

This updates the Scoop API image used for dev and removes the (no longer used) config var DOWNGRADE_TO_WARC.

Ah, I think tests failed because we are waiting for https://github.com/harvard-lil/perma/actions/runs/9004604503/job/24737966620 to finish pushing!

Tests are failing because the Perma image is still building from another PR; I'll rerun these tests when it's present.
