Update instructions for enabling HTJ2K. #15

Hmmm I'm not sure, the point of those notes is to summarise the relevant parts of the build instructions.

I think I would either delete all the notes, or keep them up to date with the latest kakadu release notes.

As @captmiddy put it, the concern here is to not suggest any edits to the Kakadu source code that may infringe on the licensing terms. I preferred pointing to the install documents that someone may have (that could be an older or a newer version - I think 8.4 already has HT enabled by default) than keeping up with their terms.

I think all other instructions should be fine, worst case the code won't compile, at which point the user would look at their source code documentation.

Does that make sense?
