feat: update webhook from Github Project instead of Zenhub

Summary

This PR supports Zenhub and Github Project at the same time, it doesn't affect current flow, and it gives us abilities to test Github Project as well.

Implementation

• [x] Create backport and GUI issue in Github Project
• [x] Webhook for Github Project card updated

Deployment

• [ ] Update deployment ENV (Before Merging)
  • [ ] GITHUB_PROJECT_NUMBER
• [ ] Update organization webhook URL

After testing Github Project well

• [ ] Remove Zenhub related codes
