Platform best practices #16

@adunkman @lanej0 GitHub prompted me to create a branch and PR, so I did! This is for the addition of the Platform Best Practices guide that we discussed in this thread. I swapped out the README with the new content and made the FAQ a separate page. If I didn't do anything wrong here, could one of you merge this when you get a minute? Thanks!
