Irrelevant bill in committee #385

problem source is a government proposal with title of "חוק חדש" and linked law with an empty title following are the only such laws I found: https://oknesset.org/bill/5967/ https://oknesset.org/bill/6170/

I fixed it locally for those bills, we need to also develop a long-term solution for the future

specifically, the fix should be done in simple.management.commands.syncdata.Command.find_proposals_in_other_data where t1 / c1 / c2 are built - to take into account empty titles similar to what's done in private proposals
