Adding Moshav concept to Oknesset

Knesset has a concept of Moshav "מושב" A time period within a specific knesset time period. Currently this has no representation or modeling in Oknesset.
Tasks:

Model a moshav (with connection to a knesset, etc)
Model the connections between committee meetings, bills, proposals, etc to Moshav (doesn't necessarily has to be defined by foreign key , a "getter" calculating which moshav it took place by meeting date is also an option)
Remember that this connection is optional, knesset plenum and committees do meet from time to time out of moshav.
Fix attendance statistics to represent moshav also. see #651 #652

How are we going to calculate Moshav? I am asking because committees meet even when there is no Moshav. Do we want to add maybe a duration period name "Moshav Break"?

I believe No Moshav break period type., It's possible that a commitee would be in a moshav break (which translate to non moshav)
