We should install autosyncing NTP or something similar

@uda can you please setup auto time updating in all oknesset servers (db and web)

Fixed this by myself, added ntp service, turned out the minor web server was over an hour leg, and turns out s3 has a problem with that.. so that is probably why we started to get lots of mysterious 403 from s3 recently :)
