BUT - I found out all government bills scraping is completely broken, especially for rescraping, so while I close a specific problem here, I'll open a full issue detailing the problems, and looks like a complete rewrite vs knesset api is needed
Also I would need to run some tasks on the server and setup some stuff after deploy
Notice that this commit removes from git source control the data file with presence, since we don't want to override the actual data with old one
