see for example this bug - #799

there is a limitation to have a vote linked to only 1 bill - when a user tried to link a vote which is already linked to another bill - he is presented with the default unfriendly error page

in this case and similar cases we should show a more friendly error page with clear instructions on how to resolve the problem
