Add a field for each community (rich text) that will be presented in the login screen #16

This area will be used for any instructions on how to get an invitation or how to register in that community (could include links to external pages, or to emails).

It should be presented under the login fields, in the case the login gets the "login/?next=/#/..." the first number (#) in the query is the community number.

people with Chairman or Secretary privileges that enter the login page (already loged in) should have a rich-text editor (as used in other forms) to edit the text.
