Add ability to document the votes of board members in a meeting

Today we have a decision page as can be seen here: http://www.opencommunity.org.il/5/issues/46/69/

The need is to add the ability to document the votings of board members, and show them once the meeting is closed (and it's summery is published)

The list of participants can be taken from the meeting.

The interface should be:

• pressing the title of a column will set all the voters to that column.
• the numbers of sum and % should update on the client side, as you check the votes.
• the decision below the table is independent (since communities may have different procedures on minimal percentage, veto rights etc.)
