Resolution can be a new Topic #22

Sometimes the discussion unravels related key issues that requires further deliberation. To support this behavior I suggest we allow a resolution to be a new Topic. As an example see the first resolution here: https://www.demos.org.il/3/issues/134/?m_id=52

+1 this feature. It probably makes sense that a resolution could be a splitting into multiple topics.
