map hover add check for a relevant info card #319

based on the #306 design, create the template for the map hover:

when the user hovers on the map, check if there is a relevant Infocard to show - decide whether it is a city/town or a neighborhood. (will become relevant in the follow-up issue)
change the hovered polygon color/border

template to be built on a follow up: #320
logic and content to be defined on a follow-up: #321
