open.data.org.il uses carto tiles, which are free for non-commercial use. Since our use seems to fall under commercial, I think we can use either OSM tiles which are not limited, or open up Mapbox/OpenMapTiles/etc account. Let's go with OSM for now, when/if we get requirements for different tiles we can price them to the client accordingly.
