[STRIDE] GTFS ETL will Support uploading historic GTFS data to DB #341

The current GTFS ETL process downloads the up to date GTFS files from MOT FTP, and process the current date. this feature will allow us to download GTFS files from our S3 archive and load historic data into our DB
